When civil servants salaries got increased, they were paid arreas for over a time period (i know this because my mum was a civil servant). Pensioners probably saw this and demanded their own arrears too, that's what the article was talking about. I said this before and i will say it again; Nobody was ever owed salary or pension in the administration of any Lagos state governor. Go and verify!
