Comparing a progressive city like Onitsha to a tiny village like Owerri is very laughable. Poverty is not eradicated through building, smart polices will do a lot more. t was regulatory decisions that saved Nigerian telecoms. Prior everyone was building and building to no avail. Think of how much de-regulation and smart leadership can do to kick start real industry in Nigeria and how little gov. building factories has done towards that goal
