INEC uses where there is a space e.g. school premises, church premises, mosque premises, etc. You need to know how they operate in Nigeria. It is not a new thing.

There is a mosque here in Wuse that registers only Muslim. My girlfriend who went for registration was ask to leave because she isn’t a Muslim and was told that it was strictly for Muslims.
