It depends. So far you submitted it and it was a mistake on their part then you have a case. The oga of the place can bring it up to the board and they can place you properly. It is called regrading/replacement. A parastatal is presently doing it. The oga told everybody to fill a form if you were wrongly placed from 2011 to 2021. But note this is rare. This is because the new oga took personal interest in the case because he noticed some people from a particular region were placed higher than their mates with same qualifications and experience

They'll notice your qualification or the handler gets a querry for such mistake. Qualifications is the number one thing they look for before any other. Apl is just a cover-up to grant you access of being the legitimate owner of the position that has been appointed an occupant.. Its rare to happen and if it does, pray for regrading to take place as quick as poss

See real men of experience correcting years of misinformation with facts. Even me that has never seen a civil service book in my life knows that what these men said up there about this matter must be the truth. The truth is so easy to recognize, I don't know why it's so difficult to accept.
I don't know if my opinion counts, but unless you're aiming for the academics (lecturing, research, etc), I really see no reason why a jobless person who has no job in sight should still go ahead to invest the small money he has in acquiring masters and PhD.
Forget those people asking you to get masters to make it easier to help you. If they really want to help you get a job, your bachelor's degree is enough.
Many of them got their jobs probably with ND before furthering.
Do you really think someone heading an organization with masters or probably just BSc will employ someone with a higher degree into the same agency? I don't think so. Not really. My point is, higher degrees may not necessarily increase your chances of getting a government job with commensurate level.

I know if you enter service with a lower certificate when you have higher certificate, such higher certificate will not be recognize by the service. I.e any certificate with date below your date of appointment can not be use for upgrading.

Now , here is a case scenario, some security agencies will only give you job with BSc even if you have msc and you submitted it and tender it during documentation. They give everyone same entry level of BSc even if anyone have masters or more.

Now, in such scenario will the service recognize your Msc for upgrading/promotion since you tender and submitted it during documentation.

Yeah that's the result (master-in-view) my sister used when i submitted her CV, and she got the expected Level in her APL.
