That was the justice system adopted by political and religious leaders of the northern sharia states between 1999-2001. The adoption caused unrest and many deaths then.
This justice system was disallowed in Nigeria's Constitution by mainly Muslim military dictators who supervised Nigeria's Constitution. Because they knew the catastrophe its inclusion could cause in Nigeria of plural religious faiths.
