The UK spouse needs a job or the required savings, there's no way out.

A fair refusal means you do not meet all of the requirements for the visa. Your refusal was not because of an error on their part.

My wife's visit visa was approved in Abuja after 10 weeks and one paid email in week 9. She was called by TLS to submit her passport last week Thursday as it was keep my passport option.

How long does it take to hear back after passport submission?

Travel to England rules
When you travel to England, you:

- do not need to complete a UK passenger locator form before you travel
- do not need to take any COVID-19 tests before you travel or after you arrive
- do not need to quarantine when you arrive

This applies whether you are vaccinated or not.

Is priority visa still available for uk ?

Make sure you check each page of the passport. Usually, they send a denial email if Visa is denied.
