Any major shareholder or an appointed delegate of such can become a bank Chairman or Chairwoman of the board.

That is how it works.

Oloye Olusola Saraki was a Medical Doctor that partnered with the French Société Generale Bank in Nigeria, and became the Chairman of that bank.
