Erdogan the president of turkey as reportedly asked Russia to help his Country's economy by providing stable energy and corporation on technology to alleviate the pressure on his country.

NATO is not an economic organisation, it is purely for security reasons, there is nothing bad if Turkey seeks economic help and advice from Russia since Russia seems to be doing well despite also being under sanctions just like Turkey.

The US don't have to because it bosses NATO and the west around, do you see how Europe is freezing itself to death because of sanctions imposed on Russia by USA.

Turkey wasn't always like this complicated or visionless, it is the present leader Tayyip Erdogan that created the situation all because he wants to perpetually remain in power like Putin. He improved the economy alot before the sanctions, but his bid to perpetually remain in power created a cold relationship between him and other Nato members.

EU nation and the US declared sanction on Russia not US and NATO.

No country was forced to enforce the sanction, some EU countries are still buying gas directly from Russia including Germany… the biggest economy in Germany. So nobody forced anybody to ban everything Russia, even US still buy uranium from Russia and still use its rocket to transport astronauts until space X get the full green light.
