This is ancelotti quote on Hazard saying nothing wrong with any of Hazard's physical condition and that he prefers to play someone else. It's rare for coaches to talk such a thing and if indeed Ancelotti who's hardly known for throwing players under the bus said so then Hazard has mostly been fit to play

It's rare for a player to be on the bench in most games (week in week out) yet the excuse that he's not fit to play is always popping up. In fact this is the first time I'm hearing such.
