Texas wanted it own grid witch was separate from the US interconnected grid network... In creating this separate grid, it ended up with pockets of IPPs here and there who were only interested in supplying electricity to the rich neighborhoods in in the major cities.

Today Texas has three grids interconnected and serving the entire state.
