Ruto maiden speech to parliament - Kenya transformation just got underway.
Key Highlights.
1) Budget cut of 3B dollars this year . Further deep cuts next year budget.
2) Budget surplus over recurrent expenditure on the 3rd year.
3) Borrowing has come to stop.Gov shall never borrow again to finance recurrent expenditure. Development will come from savings & PPPs.
4) Kenya will roll out Water PPP similar to electricity PPPs where private companies(like IPPS in power sector) build water dams - and sign long term purchase agreement with water supply companies owned by gov & counties. 10yrs we will have universal piped water - from around 35% of household who enjoy piped water now. Kenya has largely fixed the electricity supply problem using similar model - cost still an issue.
5) Housing sector - developers will be given free land and tax subsidies - plus many economic of scales - to bring 250K housing units annually - and increase mortgages from 30K to 1M in 5yrs.
6) With reduce domestic borrowing to gov - Banks will now be forced to hawk loans on streets. Cost of borrowing for MSME - and bottom pyramid to come down - and gov will use fintech to deploy hustler funds.
7) Universal healthcare through complusory primary health insurance for everyone.
cool GoK will dramatically increase savings and pension by matching 2:1 private and public sector pensions funds.
9) Ruto gov will never subsidize consumption - only production.
10) KRA will be turn to Kenya Revenue Services - and through tech & tax remodel - will collect 30B dollars from current 20B dollars.
11) Judiciary will be funded to build courts all over kenya and hire judges to reduce backlog and entrench the rule of law.

All the towers I have just asked you the show me should be visible in that picture.

CBK - located between KICC and Times Tower. Both KICC and Times Tower are present in your picture yet CBK is not present. Please explain explain to us how that's possible if at all the picture is present as you claim.

Parliament Tower - Located behind KICC. KICC is present but Parliament Tower is not. Explain that as well.

I can go on and on and still you can't show me a single tower that I have listed which is present in that your picture.

Prof Ndungu who gave Kenya M-pesa (by relaxing regulation) & agent banking - is now Kenya Finance Minister.
Together with Dr Ndii & large teams of the best brains - expect to see transformation of kenya.
In three years - Kenya will be cranking - and in a decade - mmh - we could be 400B dollar economy

I like point 4. I have always told my fellow Nigerians on other threads that any government incapable of giving the citizens running water is not worth it no matter what else they achieve. I grew up having running water from government but today you have to provide your own water in many parts of Nigeria. I won't lie, it's pathetic. Point 4 is good. Good luck to Ruto on that.

Point 6: Forget it, it's impossible.

I laugh at point 8 and point 9.

How will you increase private and public saving in a backward country like Kenya? How? The country is poor and the people are also poor. You need all the crumbs you can lay your hands on.

By point 9 you mean no subsidy for things like fuel, electricity, etc. Kenyans will become poorer and inflation will rise. Trust me, it will mess up your society. Even Europe, America and countries like Iran don't play with subsidies. Nigerians understand this problem. It's a problem nonetheless. Let's see if your Ruto has the balls.

Ruto has for last two years assembled kenya best brains to think about Kenya situation and come up with a solid transformation plan.
Few of these things are novel.
Kibaki took over from Moi recession of -2% growth and in 3yr - we were doing 7% growth.
Kibaki balanced the budget in 3yrs. It's mostly a repeat of what has been done before - with few new ideas.
We took borrowing from 65% to 40% - gdp.
Upto 300 kenya best policy wonks have been involved.
The maths is solid.
Ruto is proven guy who get stuff done - the roadmap is there.

Gok will not borrow - it will sell it assets - Safaricom alone is worth - 15-20B dollars - gov has 35% shareholding - that a lot of money that can finance budget deficit.
