There should have been equal number of states between the three regions - East, West and North- that formed independent Nigeria in 1960.

Geographical structure of Nigeria remains what it was before states started to be created in 1967, except Bakasi Penisula ceded to Cameroon.
The political structure of 3 regions on independence day Nigeria got changed by northern military dictators who turned north into 20 regions (19 states and Abuja), but turned 2 southern regions to a miserable number of 17 regions (17 states). Fraud. The far north led by Fulani benefits most from the fraudulent political structure and governance system.
Quota system also was introduced to favour mostly the far north.
The share, share and share revenues that come mainly from the south between the new states also favour the far north excessively. The far norerth uses political advantage from the excess political representation to lord it over all at the NASS and FEC.
