In as much as I agree with you that its a natural disaster, a good geographical/ landscape survey would have indicated flood zone areas which would have been a key factor in determining the location of a critical infrastructure.

State governments should start building high rise buildings to serve as shelters during times of natural disasters like these. If the medical centre had been a five or six storey building, patients would be moved to higher levels in the facility.
We must begin to be proactive and prepare to mitigate, even if we cannot completely prevent such disasters.
