I can't really say if you're required to make the payment before deferment, But I already paid all my fees before applying for deferral.
Correct me if I'm wrong, I don't think they will allow deferment without paying the full semester fees.

For your second question;
You can decide to do upfront medicals either before you submit your application or after you have submitted it OR you can wait for IRCC to send you a medical request first so it all depends on you.
Then for biometrics, if you're a first time applicant you can only do biometrics after you have submitted your application. Ircc will send you a biometrics instruction letter

Do you need to notify IRCC if you defer your admission up to a year, and if you notify them won't it affect your already submitted application. I submitted my application sept 2022 for study visa for January 2023 intake I have to defer because the school sent me mail to defer have another LOA dated September 2023. If I upload the new LOA won't it prolong the application process . Please I need your urgent opinion .Biometrics is updated ..Medical has not been updated yet
