SaLongs1: There is a certain map which clearly shows the manner in which Russia was being ringed by NATO Members. As American political commentator Patrick J. Buchanan wrote in 2014: “As NATO allies Lithuania, Latvia and Estonia occupy the East coast of the Baltic Sea, NATO allies Romania and Bulgaria occupy the West coast of the Black Sea. Turkey sits on the South coast of the Black Sea, and aspiring NATO ally Georgia, in the East coast. Should Ukraine join the NATO, the Black Sea becomes a NATO lake” it was not only Buchanan who was sounding the alarm. Ted Galen Carpenter, presently a Senior Fellow at the (largely libertarian) Cato Institute in the US, wrote as far back as 1994 in page 45 of Beyond NATO: Staying Out of Europe’s Wars: “It would be extraordinarily difficult to expand the NATO Eastward without that action being viewed by Russia as unfriendly. Even the most modest schemes would bring the Alliance to the borders of the old Soviet Union. Some of the more ambitious versions would have the Alliance virtually surround the Russian Federation itself. the beginning of a new cold war,” Kennan stated. “I think the Russians will gradually react quite adversely and it will affect their policies. I think it is a tragic mistake. There was no reason for this whatsoever. No one was threatening anybody else In his memoir Duty, Robert M. Gates, who served as the Secretary of Defence in the administrations of both Bush, Jr. and President Barack Obama, stated his belief that “the relationship with Russia had been badly mismanaged after George H.W. Bush Senior left office in 1993”. Among other missteps, “US agreements with the Romanian and Bulgarian Governments to rotate troops through bases in those Countries was a needless provocation.” Gates asserted that “trying to bring Georgia and Ukraine into the NATO was truly overreaching.” That move, he contended, was a case of “recklessly ignoring what the Russians considered their own vital national interests.” In 2008 – the year of the Bucharest Declaration – Russia under President Dmitry Medvedev, with Vladimir Putin as the Prime Minister, dealt with Georgia. The Georgian President himself gave an opening to the Russians by attacking a seceded province, South Ossetia, where Russian peacekeepers were stationed. Having invaded Georgia, Russia put the two Georgian provinces aspiring to secession under its control. As Buchanan commented in 2014: “When Putin defended the seizure of Crimea by saying that he did not want to visit Russia’s two centuries’ old naval base at Sevastopol, and be greeted by NATO sailors, did he not have a point?” It would appear that the Western powers have played no small part in bringing this crisis to a boil. Even granted that the former Soviet satellites, and States, would want to protect themselves from the Russian embrace, there was no such threat in the late 1990s; when the NATO’s Eastward march began, and the Russian Federation was reeling after the collapse of the Soviet Union. As Kennan observed, “No one was threatening anybody else”. Security for the newly independent States of the Warsaw Pact and the Soviet Union could have been achieved much better by bringing Russia as an equal, respected member of the comity of the great powers, a position she was fully entitled to given her glorious history and culture. In the event, a diametrically opposite approach was adopted. As Carpenter writes: “History will show that Washington’s (District of Columbia, US) treatment of Russia in the decades following the demise of the Soviet Union was a policy blunder of epic proportions. It was entirely predictable that the NATO expansion would ultimately lead to a tragic, perhaps violent, breach of relations with Moscow, Russia. Perceptive analysts warned of the likely consequences, but those warnings went unheeded. We are now paying the price for the US foreign policy establishment’s myopia and arrogance. History and mistakes of underrating the enemy has a boat tailed bullet effect in the future, A boat tailed bullet is designed to be powerful, used by snipers to achieve long distance shots , it leaves the barrel of a gun in slow speed and increase velocity and it travels down range , this was the dangerous incidence with NATO |
