There are some places you can work especialy financial services or credit bureau that you can pull peoples SSN up

Though you are warned not to do that without reason. You can get away with pulling some lower persons SSN but the day you try to pull Bidens or Trumps, FBI will knock your door

Two people can have the same name and even same Date of Birth but can never have the same SSN. So they try to mask part of it out cos if you know someone's full SSN a lot of damage can be done

For public documents you have to mask part of the SSN cos imagine that is BAT real full SSN in public, then yahoo boys would have gone to work this morning.

Think about this. I want to make inquiry about a particular say John Brown. In a company like Deloitte there would have been possibly 50 to 100 John Browns in their history who worked so they will normally require you present another identifier. Maybe SSN, DOB or Employee ID or department or years of service. possibly 2 or more of these

Well it's not the entire information and it's possible the part ending is some kind of generic number sequence.
