Mkenya2019:You are confused about something here. You don't allow competition when you haven't even started the game properly. Buhari only closed the border after a few years of supporting rice farming in Nigeria because the populace would not magically begin to buy Nigerian rice due to the fact we weren't top of our game then as well as a mental slavery of many of our people (false disdain of anything local). Also, and most problematic, we have too many traders who love the importation business so much. We also have Benin republic whose economy at the the time depended so much on this Nigerian huge appetite for rice as well as imports from Thailand. When rice farming began to grow locally, Benin Republic was a big problem to us, and the borders had to be closed at that time to regulate the import of rice (not completely ban imports). Now many more rice mills have risen in Nigeria since that time and there are many projects which began but were slowed down due to COVID-19. If we are importing 90% of our rice like we used to do before and there was no policy regulation to help investors and local farmers, those investors may not have been motivated enough to build today. If we didn't kill the habit that made us over-rely on Thailand for rice in 2014, by now we would be licking our wounds because Thailand and India ( world biggest exporters) may restrict rice exports next year making it much more expensive. Generally speaking protection of infant industries should be time limited; otherwise Nigeria blanket timeless protection of infant industries aka import substitution is failed policy that breeds poverty. Now imagine with Nigeria being part of say Ecowas and soon AFCTA - how will they protect their rice farmers from cheaper African rice?Perhaps they can ask for exemption - but for few years - so already this is not sustainable - unless you engage in Buhari type blockade of all trade. And if you must protect local industry (only for x yrs as local industry build competitiveness) - it surely has to be something complicated - not rice or maize - that you can raise productivity easily. My problem is that Nigeria protectionism is a repeat of the failed import substitution policies that Africa did in 60s/70s/80s. The only difference as far as I can see now is that private sector or Dangotes are one getting protected - previously it was SOEs. Nearly all developed Countries began from US to Asia protected their infant industries but they had a very strict timelines; rice farmers need to know that it's favour consumers are doing them buying expensive local rice that maybe of poor quality; and they have to work hard to produce high quality cheap rice. If they get comfortable - consumer will suffer - economy will suffer - people will pay for their poor farming and output - instead of using money to buy something else - they will spend buying poor rice. What I dont understand for example is why cement became more expensive locally and there is no end of sight when Dangote should compete with cheap imports yet he is already all over Africa competing internationally? Kenya has had the same issues - there is always cry to protect local farmers or industries - from competition - but I am glad now Ruto is very clear - you either compete or die. The reality is we have East Africa cooperation - you better compete with Uganda or Tanzania on rice or maize or beans. We have Egypt in Comesa in manufacturing and other things. Now we have south africa in Africa Free Trade - all these trade agreements allow duty free entry of goods. So protection at least within Africa is not sustainable. To compete regionally, continentally and globally - means working on your productivity & competitiveness - and it can be done. Mkenya2019:Your policy looks good on paper but it is unrealistic for African countries generally because of our low productivity. First we need to restrict competition and look inwards for a time like USA and China did, after that we say to the world: Let's play the game boys. Don't get me wrong, imports are not bad but we should first be productive to an extent. Nigeria, Egypt, South Africa imports a lot. |

The important thing is that TIME. The big cost remember is borne by Africans buying shitty locally produced things very expensively. So basically you need something like China did - > you have to reduce tarrif every year until it's gone - 75% for rice - after 5yrs - 50% - after 10yrs -25% - after that duty free - if you cant be competitive do something else. Mkenya2019:If you mean rice, local Nigerian rice is no longer as shitty as it used to be (at least to an extent) because there's a growing competition and rice mills are springing up everywhere. Nigerian rice was supposed to be expensive or close to 20k naira in 2014, but imports were subsidised for some stuff because those were the days of high oil production as well as high oil prices. Hence Government could make food cheap. Also I don't think rice is that cheap anywhere in the world. How much is 50kg bag of rice in Kenya? |

A good thing has started, if the farmers are not protected at the initial stage they will never get off the starting block as Asians who have centuries of experience in agriculture are going to stiflle the local farmers with cheap exports. |

Mkenya2019:African rice from where? Apart from Ghana and Nigeria that currently produce as much rice to meet their consumption.... Which other African country can meet their own consumption? Try exporting soybeans to the US and see Ghana will ban importation of rice from next year because we have met our consumption. |
