first educate yourself on the difference between a software developer and a programmer and therein lies your answer.
whatever you come up with, all i know is that you'll need someone with some banking experience, active or passive

First of all, if you really wanna build a world class software (especially as it's Fintech), you need a project master or most times (a product manager).

It's this person that will be doing this task you are asking of. Because from your question, it shows you don't have core knowledge of IT. So save yourself the stress of employing half baked cakes.

Get a professional in that field to do that job. Don't do it.

You need both Programmer & Developer to interprete your idea into a reality.

Being a banker then you are on the right track with the fintech.

You will need a software developer who is a full stack software engineer they are the ones that can gather requirements from you, design and model your requirements using industry standards and build it for you. A senior software engineer can also include project management for you.

Product Manager - Responsible for the design of the product (The Software You Need) and the user journey.
Project Manager - Responsible for the product delivery and communicating timelines from the engineers - this must be achievable and measurable.
QA Tester - Responsible for the testing of the product and ensuring that the product is bug-free.
UI / UX Designer - Responsible for the user interface and user experience design.
Senior Software Engineers (Front-end & Back-end) - Responsible for the actualisation of the product using various technologies.

If he is starting up low-key (very lean budget); then he doesn't need all that.
And he needs SSEs that have worked in that space before. If it's their firs time, they will use his project `as target practice` if you know what i mean.

Habaaaa! Look up Fineract. Core banking solution with exposed and well documented APIs. Na build very fancy front end on top am for both self service and back office staff. With a proper small team, MVP can be up real quick. Use Odoo HRMS or OrangeHRM for the HR parts and Fineract for the fintech part.

Na the Treasury Management part na hin I never see a “free” off-the-shelf solution yet.

This is true especially if the budget is small hiring multitude devs, UI and UX designers, mobile devs, product managers na serious money and you also need to factor in license cost depending on what kind of fintech it is.

Microservice Architecture.

Meaning we have lots of engineers that handle different services:

Java Team
Javascript Team
Php Team
Go Team
C# Team

Yes Java is widely use. However, ensure its Spring ( Spring Boot ). No one has time for lots of XML configurations. Having said that, it is not really about the stacks, I prefer building a solution with a language or framework best known to build such solution efficiently.

No, the website was built using Html5/CSS3/JavaScript

Google flag all websites that does not have SSL certificate installed as not secure. However, http://olumide.co.za was a profile website that I developed while residing in South Africa few years ago. I am working on an update soon.
