433 is meant for people with the right connections, and those that mean certain stringent criteria.

You said it all. I have seen many of these bank workers , who got the $ at the official rate, without any single need for it. They returned to the black market to sell it N750. And these are the same set of people, who go around to cry in public about high $ rate exchange.

You will have to submit your applications form and supporting documents of your intentions of getting the dollars.

If approved, you will be told to deposit the naira equivalent of the dollar in your naira bank account and it will be exchanged for you.

Lately, they have been complaining that it's not available. Sometimes, they will say that what they have is $1 note and cannot pay up to $1k with that.

On Tuesday, I went to the branch and got the same response. While I was about leaving the counter, one man walked in and deposited $20k cash. At this point, they know they cannot lie to me again. I jejely withdrew my $1k and left in peace. Nigerians are thieves!

Just pure criminality.
They work with BDC agents who are stationed right there within the banking hall of certain banks.

There are already restrictions/regulations on Forex placed by the CBN. But accessing USDs at the commercial banks should not be difficult.

Creating a false scarcity to (most) customers by these commercial banks while working with the BDCs has contributed to the huge disparity in value between the official rate and the black market rate.
In other Countries, these are financial criminal activities which are not taken lightly.
