Or else he will be like Azikiwe - a ceremonial president. You cannot make significant changes without the NASS as they collectively have veto power against the president. The few things he will be able to do will be by executive orders and who can he force to implement them? Law enforcement? The military? They won't fear him because he cannot make substantive appointments without that same NASS endorsing it.

Even the fact that NNPC can deduct what they like before making remittances is crazy but guess what? You need that same NASS to change the law concerning how deductibles from crude oil sales are collected. Will they do it? No way because NNPC pays them hefty bribes to keep the status quo. That is the vicious cycle we are talking about.
