Take a look at the number 2 definition of incantation you gave, so incantation needs not be for a magical purpose. It's just formula of words designed to produce a particular effect which we do not even know anything about. Or does the second part of the definition covers charm and rituals too? Still related to incantation, the verses of the Bible you quoted, we will come back to it but the very basic question is: by the second definition you proferred, is there anything related to magic or charm there?
