Seeing this from a different angle. UK snow is not that heavy when compared to a lot of other places. So this isn't about extreme cold but simply a clear indication that these are new Japarians seeing snow for the first time. There are winter jackets/boots rated for minus 40 degrees etc. Combined with thermal wear, you dont need layers.
