Someone stole over 200 million and he was asked to pay only 1 million.
A poor man stole food from a pot and he was sentenced to 5 years in prison without option of fine.
Where is the justice?
No wonder politians are not afraid of stealing.
This judge should be stoned.

those stolen funds are already forfeited or his assets seized. the 1million fine is his punishment for partaking in the crime.

You have not heard of shopping for "Justice".

Get a good lawyer of the law
Get a good lawyer of the court
Get good evidences
Get good tactics
Get good Politician
Then add a good clergy of African decent

If that does not work, appeal till supreme Court, that's why you need the lawyer that knows the court at first.

If that does not work, appeal to the president, that's why you need Goid Politician at first.

If that does not work, apoeal to God, that's why you need the clergy a first.

If that does not work, appeal to yourself, that's why you need the lawyer that knows the law to keep you out of death sentence

If that doesn't work, appeal to you family to represent you well.

All in All, avoid criminal issues like smoking in the gas stations

another engrish. Either he collect or steal, as long as it is considered to be a crime the sentence should have come without option of fine.

You can as well read law, become a judge and give sentences without option of fines.
