You're asking foolish questions. Nobody knew the content of the bullion vans and I m sure that the government didn't trace Dasuki money to Tinubu. In contrast, Okupe collected money meant for procurement of arms for the armed forces. He wasn't the only person charged to court. How could it be a witch hunt?

Number 1, It is not. If you need bullion van to carry your money and other valuable you are free to apply for it no matter the amount. After collecting your salary, if you need bullion van you can apply. No big deal. Private individual can use bullion van.
