In terms of security issues , federal controlled domain the DG can be potentially powerful

But in terms of power over state dominance the governor hold the power

A state governor is more powerful.
A DG of DSS that can be removed anytime by the the president.

Only the president is more powerful than an executive governor in nigeria. Infact they cannot be arrested due to Immunity they have.

Governors have power too over lands , chieftaincy many more

DgDSS IS A TERRORIST AND A FULANI HERDSMAN. FULANI HERDSMEN ARE TERRORISTS AND BUHARI IS BEHIND THEM BY CHRISTANA AMANPOUR CNN. DSS GO TO STATES UNDERMINING THE AUTHORITIES AND RESPONSIBILITIES OF STATE GOVERNMENTS. THEY FEEL THEY HAVE DIRECT AUTHORITIES TO ARREST STATE GOVERNORS AND THEIR CITIZENS.

In Nigeria, it depends on two things

1) If the Governor is in an opposition party and he doesn't have mind even commissioner of police will have power than him.
2) If the governor is in the ruling party and he his very close to the President, he would have powers than the DG DSS.

If we look at it without the Nigeria factor, the constitution give the DG DSS more power (On security matters) than a governor.
