Parties are not spending so much on advertising but keeping money to buy votes and lure interest groups. Elections can only be fair. The real problem now according to this OP is that those desperate politicians who are enemies of this country are strategically buying this voters cards from poor and hunger struck people in the strongholds of opponents to reduce the percieved winning strength...it is not like they are going to use the PVC on d election day...but it is an evil strategy to ensure opponent don't win in those strongholds.
