christistruth01: Idiotic nonsense capable only of Nigerians. The so-called Decree 34 was for civil service. Ironsi could have taken the autonomies of the regions yet appointed regional governors. Gowon and his follow putschists of July 29. 1966 coup ran into the headwind presented by such regional autonomy when the regional governor of eastern region refused to recognize him as the C-in-C of armed forces of Nigeria. Till this day, the federal civil service established by the so-called Decree 34 is being used. codemaniacs: You are correct by moronic default. Unification decree centered on the uniform civil service in Nigeria which gave Nigeria grade of levels in today 's civil service. The Decree 34 has nothing to do with unitary system of government. The regional government ended in Nigeria when Gowon created the 12 states with administrators instead of governors. |

codemaniacs: Unification decree did no such thing. Ojukwu and eastern region were solely in charge of all the revenue accrued by eastern region. In furtherance of the autonomy granted to eastern region, Ojukwu refused to recognize Gowon as Head of State of Nigeria. If regional autonomy was vacated by the so-called Decree 34, would Ojukwu block Gowon as head of state and C-in-C of Nigeria? Most Nigerians seem to be brainless due to tribal pressure. 1 Like |

Unification decree: 2. 1d for the purpose of administration each group of provinces shall subject to the authority of the Head of the National Military Government, be under the general direction and control of a Military Governor appointed by the Head of the National Military Government; 3. 1. As from the appointed day all offices in the service of the Republic in a civil capacity shall be offices in a single service to be known as the National Public Service; and accordingly all persons who immediately before that day are members of the public service of the Federation or of the public service of a Region shall on that day become members of the National Public Service: 3. 2. As from the appointed day— a. the Public Service Commission established under section 146 of the Constitution of the Republic shall be known as the National Public Service Commission, and references in that section and elsewhere to the Public Service Commission of the Federation shall be amended accordingly; 4.1 Subject to the provisions of this section, power to appoint persons to hold or act in offices in the National Public Service (including power to make appointments on promotion and to confirm appointments) and to dismiss and exercise disciplinary control over persons holding or acting in such offices shall, as from the appointed day, vest in the National Public Service Commission. |

Fejoku: Nigeria just have to survive, else it will spell disastrous consequences on all of us. Nigeria is like an arrangee marriage of strange bedfellows. The marriage had been very tumultuous and painful, sometimes abusive. But, it have produced many children and numerous grand children. The family fortune has been so interwoven and intertwined and it is very difficult determining who owns what and the contributions of each member of the family. Such a divorce though possible would be extremely difficult and tumultuous. It cannot be achieved by fiat, or by threats and violence. It can only be achieved through the civil and political process. I think a new political structure akin to parliamentary system can be achieved. It will take sincerity on the part of the political class. Whether igbo, fulani, yoruba or igala. The political class is just too insincere and manipulative. They are the ones that don't want Nigeria to unite, else yet lose their relevance. |
