It's not like Southern politicians are any better than Northern politicians, but with Southern politicians, they're always under some pressure to perform (however little) given their path to remaining at the centre is harder than for the average Northerner. You can have a Northern politician be absolutely inefficient and vile yet stay revered, your Southern politician at the centre doesn't have such grace.
