There is a rumour from my own Central zone in my state where we even heard that for you to be given new naira notes from some of the banks, you will have to pay some certain amount of money from your deposited or withdrawal money.
Even in some POS here, that is what they now do.

If Emefiele were to be a man of integrity, a man that truly mean well for Nigerians, then it would have been a good monetary policy but this is a man that flirted with the idea of becoming the APC presidential flag bearer.
