The limiting of amount of cash in the hands of citizens is not being properly enforced and implemented by banks due to sharp practices of gifting elite clients with excess amounts at the detriment of the average customers and citizens.

If banks were fully and honestly enforcing this daily withdrawal limits without exceptions, those long queues would have since disappeared from banks.

With regards to your query about Bullion vans... Anyone taking such large amounts of money is already sabotaging the process.
