The reaction of the US to the weather balloon is both an over reaction and an under reaction. It's an over reaction because it was politicized for propaganda. It's an under reaction because it should have been detected and shot down while transiting over the Pacific Ocean before it got to the North American mainland (the point is, it should never have gotten to the North American mainland). China and the US/Canada/Mexico do not share a land border, they're geographically separated by the Pacific Ocean. You have to fly over oceans to get to the US from China and vice versa.
