INEC doesn't need any cash for operation. Any contractor or sub contractor, upon contract signed, indicate your account details and the said money will be forwarded via transfer. Enough of cash...

Less than 40% of Nigerians have bank accounts and less than that have reliable electricity to do bank transfers

There are entire swathes of Nigeria where bank transfer is not possible because they have no Electricity at all
