Ahmadu Bello was being entirely honest in that clip.. in the First republic, the Igbos were the only ones dominating the civil service courtesy of Zik. It was when the Northerners clipped the wing of Igbos that they planned coup to kill prominent leaders of other ethnic group in Nigeria.
