The lagos civil service is not a cult or an organization filled with aggressive yoruba's, it's an organization filled with people with a whole range of political leanings, from those that would be in their house watching Netflix on election day to those that would come out simply to vote their conscience, to those that would carry the thing on their head, whether as members of political parties/movements.
