The 100Kb limit means ur passport shouldn't be MORE than 100Kb (but can be less). So ur 97Kb is very ok.

Another thing u should know is that ur file, after uploading, wont be displayed. So u may think the upload didn't work, but trust me, it is right there. Just upload and click SUBMIT.

These two are kinda incomparable though. The former is a security career opportunity whilst the latter is a chance for you to grow, build yourself and explore.
The Federal Job, is it A class category? But all the same if you are sure you will make it into the PTDF scheme, Then that's where you should focus on and it's a chance to Japa out of this shithole.
Note.. To get PTDF scholarship is not be beans o, it's mainly based on merit. If you are not sure of yourself jejely collect the Job. Good luck
