There is this problem of thinking that God must pick leaders for a nation. Did He always even in the bible times. The answer is no.

Religionists for their thirst for power bring God to rulership. Most kings in the bible are by lineage e.g the Southern kingdom ( I know you don't know Bible), but in Northern Kingdom, warriors impose themselves on people majorly by coup d'etat.

While Mohammed (SAW), he didn't rule over Mecca! Immediately after his death, caliphs are formed. Kingdoms are seized by jihadists to forcefully rule and subjugate people.
The same was the idea of Fulanis starting from Uthman Dan Fodio, who wanted to 'deep' the Quran into the Sea.

This guy killed so many people not his love for Allah but rulership. The same viewpoint is held by fulanis today.

Simple! Daniel has already told you "so that the living will know that the Most High rules". Meaning God, Wins, no matter what play man makes. The Lord will always win and will always do whatever He pleaseth Him to do.

Thus, Romans only warns kings are powerful because they are using God's Power and He has allowed man to have kings, so bend to them, for they are supposed to be Law enforcers and The Law is for good, in destruction of evil. So it is not reasonable to oppose them.

But when they do not do The Law, then they are weak for "a Kings throne is powered by righteousness". (Proverbs 16:12) so they can be thrown down. That is also what God has also set, the part that your kings and princes would never tell you because they desire to be Kings forever.
