Family reunification is restricted to only nuclear family members (spouse and children), but in some cases, extended family members can benefit from it.

If you are financially dependent on your brother with EU nationality, and he lives in another EU country (different from the one he had citizenship), then you can apply to join him.

It's because in Europe, there are two types of immigration law. The national one (eg a German living in Germany), and European one (A German living in the Netherlands). European immigration law is far easier, very generous and less complicated.

So if your brother is Swedish for example, and lives in Ireland, then European law applies, and only through European law can extended relation like brothers, sisters, cousins etc, benefits from family reunification.

There is. When you've gained 60 ects, then the course is over, and you can decide to continue the second year online until you graduate, or continue in Finland tuition free via the assistance and sponsorship of the uni.
