If that is the underlying motive, he won't make much money. There are caps on the number of non Europeans you can bring, and 90% of players transferred will fail anyway, meaning you are just incurring unnecessary expenses. What he should have done is rather establish strong links and networks to ensure that scouts always have access to his players.
