Inasmuch as we have responsibility to demand accountability from government spending, we citizens too have our own part to pay. Are you a construction expert? Common sense demands that if you're building a bridge inside a large river, in a plain zone and another in the middle belt region which is mostly rocky, there will be great price differences. History555: From an Engineering and Project Management perspective, it is possible for two projects to look similar on the surface, but far apart in terms of cost. For example, A land may cost the same amount in the swampy part of Lagos and rocky part of Abuja, but the construction cost will be different. While one contractor is still sand-filling, waiting for soil settling and foundation settling, the other contractor may have achieved a lot of construction progress. The difference in terms of cost and time due to these variables is huge. Drilling a borehole in some areas may cost just about 250K, cost could be 2X,3X,4X,5X or more in other areas depending on the sub-surface (soil) . The aim is to get clean underground water, but the difference in geographical location have added variables that make the cost different. If your aim is to drill a bore hole to an aquifer source, the cost could run into hundred of millions. Most road projects in the Niger Delta vs the Northern part of Nigeria are far apart in terms of cost, for example, a road of the same kilometer may cost NGN 1 billiion in Kano while it may cost NGN 3 - 4 billion in Bayelsa for the same kilometer or even lesser kilometer. The difference most times is what needs to be done in the substructure (foundation and below) to make the project last long. In most cases you have to do a lot of sand-filling and soil remediation in swampy places like the Niger Delta and Lekki for you to achieve the desired load bearing capacity of the soil, you most likely will not need to do this in the Northern part of Nigeria. Given the foregoing, comparing the cost of Loko-oweto bridge and Second Niger bridge without the details of the projects is likely to lead to a cost estimation error, because it is based on generalization of two projects that are different in details. 3 Likes 1 Share |
