What you are saying is your thoughts, we are talking of the law. Tinubu is right Abuja votes are not special. That part of the law included "inclusive of Abuja" because Abuja is a federal capital not a state, so it needs to be stated, that if Abuja is one of the places you scored 25% it will be counted.
