When the initial investments built with oil money started paying off, the profits were reinvested into new attractions. There’s no longer a need to use oil revenue when the money is readily available from tourism revenue. If the oil dried up today, tourism and the other sources of revenue would keep the city going. There’s a hundred sources on the internet to back up what I saying.

Question you should ask yourself is, where did money they used in building tourism come from?

Why are people not rushing to Dubai before the Burj khalifas and ridiculous infrastructures?

Let's say you are working apple, then out of your salary, you bought futuristic unreleased iphone 20. You put it on display and everyone rushing to see this beautiful iphone 20. You monetized it and started making enough money from it close to 30% of what you make from apple salary.
