I took it to the court and it was signed and stamped by a notary public with a seal. No court stamp

How about local govt certificate for the father, his father doesn't have and we are thinking of using an introduction letter instead

copy of application from,
appointment slip
receipt of payment,
Application letter for a passport ,
copies of your guarantor's passport bio data page
Notary public signed guarantor forms
Passport photos for each person (hold 4 each , not all will be taken). Other can add . I can remember much
