That was a metaphor and never a plain statement.

According to the passage, the metaphor used for the master's children was lost sheep of Israel , and those who were not of the lost sheep of Israel, he referred to as dogs.

You need to listen to what the woman in fact said to understand how she changed her stance after she was corrected by Jesus Christ. In the passage, the woman initially asked Jesus Christ for mercy which prompted Jesus Christ to respond that the mercy He has to give was promised by the Father only to the lost sheep of Israel. Upon hearing this, the woman then clarified that what she wanted wasn't mercy which she in fact understood belonged only to the children of the Master, but the crumbs that fall from the Master's table which the dogs were entitled to. Only after her clarification of what she was, in fact, seeking from Jesus Christ did Jesus then grant her the healing — everyone is entitled to healing — she had wanted instead of that which is Holy which she had mistakenly asked for originally.
