25% of Abuja is dead on arrival read section 42(1)b of the constitution. You cannot enact or implement a law in such a manner that it gives privilege to residents of one community over another simply because they reside in that community. It is a fundamental right of every Nigerian citizen. You cannot give a resident of Abuja any privilege vote that a resident of any other part of Nigeria does not enjoy or implement any law in such a manner that it does.
