Chinese debt is not a bad thing especially when you spend it on highly profitable infrastructure that can repay the loan faster ( where the return on investment is tangible).

Anyway 20 percent out of the whole total deal is a huge disbursement comparing to the way imf initially disbursed their approved cash to any country requesting for it.
