No harm in trying. Pls do. No one knows which seed/stem will germinate/bud.
Note though, Bachelor degree to PhD are typically 1st class. 2nd upper might be considered. Coming from Global South with 2:2 (or 2:1) especially without (credible publications), safer going via Masters.

No i can't cos the document does not exist on that link you posted. Also, I can only get research articles under my subscription alone not outside...so when you need articles in almost all Elsevier, Springer, Taylor journals etc then i may help.

Well I presumed you might be a professor now considering your great accomplishments in scientific research and discoveries.

I am really impressed with your accomplishments and it motivates me a lot.

Well, I'm an hydrologist and currently planning to start a PhD program in the same field. Please I need your guidance especially getting a relevant published papers in hydrology. I also yet to write any paper so I'll also need your guidance on how to go about it.

Thank you for your contributions towards advancing science for the benefit of humanity.

You might or you might not: (I presume you're referring to research PhD). It'll depend on the university, on the discipline, on the department. Better to contact the department your interest is in.

I have a course mate who happens to be a professor in the university of Oklahoma USA so he says he will be my advisor that I should apply. I did apply and my application is in the department. So he says if the department screens and found out that I'm eligible then he can accept. So I wanted to ask if a 2.1 can be eligible thank you

In that instance, your coursemate will have to put in word during the department/faculty grad committee session. Obviously, your application must be water tight as it should be. You may also want to have formal email correspondences between you and your coursemate about potential interest in a research field/subfield. Pls, keep it professional (as you would any other prospective Prof). You may have your other informal exchanges.

Do it in a conventional University,you can do it in that your University if they offer the course.

I think Nigerians are backward thinking people. Your NOUN degree is valid internationally so why not try abroad for your PhD after obtaining your M.ed here. By the time you come back, if you want to come back, you would be more appreciated.

You can proceed with your Ph.D at NOUN.
What really matters is the quality of your research! NOUN is an approved tertiary institution in Nigeria as published in the National Universities Commission(NUC) website.
So, you are safe! Just make sure your Ph.D research work will solve "unanswered questions".

You don't need to worry about publishing cost for your scientific papers. Many SCOPUS and Web of Science indexed journals do not require publication fees. The quality of your paper, and your ability to scale the peer review processes will determine the publication of your paper.
