Yes, I applied from Nigeria, Eligibility has not started.

However, yours is faster. Wait for your BVL since the eligibility is completed. Good luck to us.

I think they expedited the process by sending emails to them, secondly it was an urgent matter, they needed to meet up real fast, hence the decision. You can verify from them.
