If he is the "most powerful leader in the world" as you clearly stated, the BRICS summit presented an opportunity to demonstrate his invincible powers by calling western bluff and attend the summit in South Africa. You see, he has chicken out because he knew western powers would depoly thier vast resources and armtwist Interpol to effect his arrest upon arrival in South Africa. It's not about who is just and unjust; it's about using international judicial platform to wield diplomacy in order to achieve a goal.

Has Putin attended every single summit in the past?
As expected with any other human, Putin is careful not in a foreign country but in his own country being a dictator with lot of foes.
That doesn't mean he's scared to death going to SA like some are painting it to be.

His freedom is not guaranteed anywhere, but it's safer for worldwide peace if his downfall comes to him in his country and from his own men than from outside, if not, the result would be deadly. America would rather use an inside job on him or proxy than attack him directly.
You can't mess with some presidents especially NK, Russia, China, that simply will be doomsday. These are rough players and would throw all cautious to the wind when they give you their "robust response".
