In a bid to enhance the efficiency of the Nigerian Foreign Exchange Market, the Central Bank of Nigeria (CBN) has unveiled a series of operational changes for the Bureau De Change (BDC) segment.

The announcement, made on August 17, 2023, outlines key measures aimed at streamlining and improving the BDC operations.

Under the new framework, the spread on buying and selling by BDC operators is set to fall within a permissible range of -2.5% to +2.5% of the Nigerian Foreign Exchange market window’s weighted average rate from the previous day.

This move is expected to provide more stability and transparency to exchange rate fluctuations, ultimately benefiting both BDC operators and the general public.

Another significant alteration is the mandatory submission of periodic financial reports by BDC operators.

These reports, including daily, weekly, monthly, quarterly, and yearly renditions, are to be submitted through the upgraded Financial Institution Forex Rendition System (FIFX), tailored to meet the specific requirements of each operator.

This change aims to enhance oversight and ensure that the BDC sector operates with greater accountability.

The circular further emphasizes that failure to submit accurate returns within the specified timeframe will result in sanctions, potentially leading to the withdrawal of operating licenses.

Even in cases where BDC operators have had no transactions during a given period, they are required to submit nil returns, thereby fostering a culture of compliance and thorough record-keeping.

All BDC operators and the public are urged to familiarize themselves with these new guidelines and adhere to them meticulously.

By implementing these measures, the Central Bank of Nigeria anticipates a more robust and well-regulated BDC segment that aligns with broader efforts to enhance Nigeria’s foreign exchange market efficiency.

What this means

In a significant shift, this move marks the re-entry of BDCs into the country’s foreign exchange market.

This move marks a departure from previous policies, including those enacted under the tenure of former CBN Governor Godwin Emefiele, which had temporarily excluded BDC operators from participating in the market.

The new policy signifies a concerted effort by the central bank to reengage BDC operators and reintegrate them into the foreign exchange landscape.

Great move. Emefiele stopped the sale to BDCs and even went after the owner of abokifx. The dollar went from 150 to 750 vs $ under his reign.

Speculators who are profiting at the moment should get ready. Naira will end up around 700 to a dollar. By 2025 when the Dangite refinery becomes operational, the naira will even appreciate further.

I love how the CBN are taking in constructive measures against those negative speculators who are hell bent on bringing the naira way below its value.
These fellas were already gunning for 1k to a dollar, evil people.

Away from your matter now, These Tinubu and his cabinet are bunch of jokers, using trial and error formula to work when there is an almighty formula(fighting corruption) he can use but that will mean fighting himself.

Meanwhile, Some Ex-Boko Haram terrorists embarked on a protest in Borno state over non-payment of their allowance.

The former terrorists who are being held at Hajj Camp in Borno after surrendering to the Nigerian government, caused a gridlock after blocking Bulumkutu-Maiduguri highway during the protest on Friday, August 18.

They accused the federal government of withholding the N30k allowance they were promised.

Dumb policy coming out again, the BDC operators don't determine the value of our currency, the level of productivity of our country determines the value the naira will have, too much foreign exchange is leaving the country through import, foreign education, healthcare and others, with just little coming in, an economy dies when such a situation happens embarassed. Fix the economy, power, repair our refineries, provide quality healthcare and education, stop dollarising party primaries, effectively fight corruption in all sectors and watch the naira will come back to life shocked

BDC are business men.

Try to alter the market to favour them.

Tinubu is clearly confused and wasting scarce resources experimenting with policies without understanding their potential outcomes.
Policies should be implemented with careful planning and research backed by empirical data.

It's a shame Tinubu who claims to be an accountant but makes mockery of data and statistics,what we are witnessing today is what happens to people like Tinubu who doesn't believe data is important

Buhari did same until his last day in office. The blame is now on the same administration you guys supported and owned. Yet the same Buhari was boasting that the people will miss his administration even though he knew Tinubu was taking over. A better country benefits all but a bad one will only favour the very few bad people which is the case of Nigeria currently. The worse that can happen to any country is for the citizens to lose hope in it, 9 out of every 10 persons are dying to japa like yesterday. While the 1% of the bad ones are sending prayers to personal email boxes. undecided undecided

I just dey laff this CBN, they don't know how these BDCs guys operate. No amount of regulation can keep them in check as there are too many of them who are unregistered and they will be the ones that will make this policy not to work.

Reintro of BDC means CBN will be giving them dollar to sell to the public and there is no way CBN will be able to regulate them.
