The constitution and relevant maritime laws provide areas of responsibility for states and FG regarding water bodies. BAT during his time as governor fought FG and OBJ on control of lagoon fronts and coastal resources. Osinbajo as Attorney General spearheaded that fight and I think they achieved some success
